OK, I was curious. It looks like at one point, that was actually one way, but they reconfigured it. Here it is on 8/25/2011:

But by 7/10/2014, it has something like the current layout, though doesn’t have the “in” arrow (which doesn’t exist on the 7/24/17 image, which is the newest):

Guess they changed the layout, but never bothered to update the sign.
